I had a starter mounting on an aluminum transmision "TIG" welded about a year ago. It's still holding. The man who fixed it said the most important thing was cleaning the aluminum. He soaked it in carburetor cleaner for several hours to try to remove as much oil as posible. He then cleaned off the carburetor cleaner and let the case dry for a couple of days.
I don't know how exposed to oil the area in question is, but I'd give it a try before giving up!
